Inter-Organizational Partnering Strategies in Disaster Response: A Complex Network Perspective

Establishing appropriate inter-organizational partnership in disaster response is of great help to the improvement relief performance. However, selection proper organizations for government agencies build partnerships among numerous remains be addressed. To fill gap, this paper adopted a complex network modeling method explain formation mechanism response. Then, based on numerical simulation method, compared different partnering strategies, and explored optimal strategy process. Results demonstrate that contingent conditions, with accurate information abundant materials choose material difference principle, vague organizational influence principle. At same time, frequent communication cooperation allocation can transformed into low-frequency government-led allocation. This study provides practical guidance enriches organization management theory.
